柯文哲5日赴議會國民黨團報告市政議題，19日轉赴民進黨團報告政策性預算與重大市政議題，柯文哲一抵達先吃便當後才開始進行報告，他也提到二備金編列預算。
柯文哲今年編列史上最高的新台幣12.5億元第新營區借貸急救網二預備金，日前曾被台北市議員批評史上最高的第二預備金，當初承諾會謹慎使用，實際卻是亂花亂用。
柯文哲致詞時說，最有爭議的是今年編列二備金，這是歷史上編列金額最高，但是使用最低，這是政治理念和信仰的闡述，二備金的使用可更快推動政務，不會被預算年度卡住，會嚴格管制，該用才用。
他表示，但二備金也是有史以來用最少的一次，今年二備金沒有使用那麼多的理由是因為運氣好，沒有遇到颱風，「二備金的概念就是訂在那，沒有用就繳庫，又不是當私房錢」，目前還負債1400多億元，剩餘二備金會繳庫。
柯文哲重申，二備金編列如此高的金額，有相當多的成分，「是要闡述個人的政治理念和信仰，該編就編，不會亂用，剩下就繳庫，且也沒有預算執行率問題」。1051019
